Job Overview
Hall Recruitment is recruiting an experienced EHS Operations Manager to lead Environment, Health & Safety performance within a major integrated facilities management operation supporting a global life sciences organisation in Ireland.
Based primarily at a large Dublin 15 operation, you’ll take ownership of EHS performance within a technically complex and highly regulated environment while providing wider leadership and oversight across additional Irish operations.
You’ll have two direct reports and work closely with operational, engineering, quality and senior client stakeholders.
This is more than a compliance-focused position.
The organisation needs someone who can provide visible EHS leadership, influence how people work, challenge appropriately, identify risk before it develops into an incident and continue strengthening safety culture across the operation.
The position carries responsibility across multiple Irish locations, with leadership of EHS resources and close collaboration with senior operational and client stakeholders.
EHS Leadership
You’ll provide leadership and direction to the EHS function while supporting operational teams in maintaining high standards of safety and environmental performance.
You’ll:
- Lead, coach and develop your EHS team
- Set clear objectives and priorities
- Provide EHS guidance to operational management
- Promote a proactive and accountable safety culture
- Support managers in understanding their EHS responsibilities
- Encourage consistent standards across operations
- Act as a visible and credible EHS presence on-site
We’re looking for someone capable of influencing behaviour and building engagement, rather than relying solely on policies and procedures.
EHS Strategy & Continuous Improvement
You’ll help shape and implement EHS priorities for the account, ensuring they support both operational requirements and the expectations of a highly regulated life sciences environment.
Responsibilities will include:
- Developing and implementing EHS programmes and priorities
- Identifying opportunities to improve EHS performance
- Monitoring emerging legislation and industry practice
- Leading safety campaigns and cultural initiatives
- Supporting mobilisation and business growth activity
- Improving organisational resilience
- Sharing lessons learned across locations
Continuous improvement is central to the position – the objective isn’t simply to maintain existing standards.
Compliance & Audit Readiness
You’ll ensure operations remain compliant and prepared for internal, client and regulatory scrutiny.
This includes:
- Ensuring compliance with Irish Health & Safety legislation
- Supporting environmental compliance
- Maintaining oversight of legal registers
- Monitoring legislative developments
- Ensuring required actions are implemented
- Supporting regulatory inspections
- Supporting client and internal audits
- Monitoring contractor compliance
- Maintaining audit-ready EHS practices and documentation
Strong knowledge of Irish Health & Safety legislation is therefore important.
Risk Management
You’ll oversee the identification, assessment and control of operational EHS risks.
You’ll:
- Ensure appropriate risk assessments are developed and maintained
- Review high-risk work activities
- Monitor critical risk controls
- Identify emerging hazards
- Ensure appropriate mitigation measures are implemented
- Share lessons learned across operations
- Work with operational teams to ensure controls remain practical and effective
This is a highly operational position, so you should be comfortable being visible on-site and understanding how work is actually being carried out.
Incident Investigation & CAPA
Where incidents, near misses or environmental events occur, you’ll provide leadership throughout the investigation and corrective-action process.
Responsibilities include:
- Leading significant incident investigations
- Establishing root causes
- Developing sustainable corrective and preventative actions
- Monitoring CAPA progress and closure
- Analysing incident and near-miss trends
- Identifying recurring or emerging risks
- Developing proactive prevention measures
Contractor & Supplier EHS
Contractor management is another significant element of the position.
You’ll provide EHS governance across contractor activities, including:
- Contractor onboarding and qualification
- Compliance monitoring
- High-risk contractor activities
- EHS assurance
- Contractor performance
- Supplier EHS standards
- Working with Procurement and Operations to address performance issues
Client & Senior Stakeholder Engagement
You’ll work closely with senior stakeholders across:
- Operations
- Engineering
- Quality
- Procurement
- Technical Services
- Senior Management
- EHS
You’ll present EHS performance, trends, risks and improvement initiatives to senior stakeholders and contribute to audits, inspections and strategic EHS discussions.
You’ll also work alongside Quality, Engineering and Operations to ensure EHS requirements operate effectively within GMP/GxP expectations.
EHS Performance & Reporting
You’ll develop, monitor and communicate performance across areas including:
- EHS KPIs
- Incident trends
- CAPA closure
- Audit performance
- Risk trends
- Performance dashboards
- Executive reporting
- Contractual EHS objectives
- Continuous improvement measures
The emphasis isn’t simply on reporting what has happened. You’ll use data and trends to identify where intervention or improvement is required next.
What We’re Looking For
We’re interested in experienced EHS professionals who can demonstrate the ability to take ownership of safety performance within a complex operation.
The formal requirements seek approximately 7 years’ EHS experience, including leadership or management experience within a regulated industrial, pharmaceutical, life sciences or manufacturing environment.
However, we are also interested in the overall strength and relevance of your experience.
You should be able to demonstrate strong capability across several of the following:
- EHS leadership and people management
- Irish Health & Safety legislation
- Regulated operational environments
- Risk assessment and high-risk activities
- Incident investigation and root-cause analysis
- CAPA
- Contractor EHS management
- Audits and inspections
- Senior stakeholder engagement
- EHS performance reporting
- Safety culture development
A degree or equivalent qualification in Occupational Health & Safety, Environmental Science, Engineering or a related discipline is sought.

Facilities Management experience, GMP/GxP exposure, auditor qualifications, environmental management and multi-site experience are advantageous rather than requirements candidates need to match in their entirety.

It is not a hybrid position.
The successful candidate will also travel to the organisation’s Shannon operation approximately once per month as part of their wider EHS responsibilities.
